Uniform Public Construction Cost Accounting Act (UPCCAA)

Public Works Projects UPCCAA Program – Public Contract Code 22032

Public Works projects are defined in Labor Code Section 1720, included but not limited to: repairs, alterations, renovations, improvements, demolition, construction, preconstruction and post construction, painting and repainting, installation of modular furniture and AV equipment.

Solano Community College District has adopted the California Uniform Public Construction Cost Accounting Act (CUPCCAA) as set forth in California Public Contract Code Section 22010 which allows the District to conduct Informal Bids for public works construction projects from $60,000 to $200,000 with prequalified contractors that would like to do business with the college district.

Solano Community College District is actively seeking local small, minority-owned, woman-owned and/or veteran owned contractors and suppliers for participation on the District’s Measure Q Bond Program to complete upgrades to educational facilities and expand access to university college courses for students and area residents. The District has established a Small, Local, and Diverse Business Program (SLDB Program) to ensure inclusion of Solano County businesses in construction opportunities generated by the Measure Q Bond expenditures.

For contracts initiated after June 6, 2018, the SLDB Program participation goal is 20% of the construction cost. This is a per project goal that can be achieved through the combined participation of the following types of certified Solano County firms:

  • Local DBE Businesses (minimum 10%)
  • Local non-DBE Businesses
  • Non-local DBE Businesses

DBE Businesses include:

  • Certified Small Businesses Enterprise (SBEs)
  • Certified Minority-owned Business Enterprise (MBEs)
  • Certified Women-owned Business Enterprise (WBEs)
  • Certified Disadvantaged Business Enterprise (DBEs)
  • Certified Disabled Veteran-owned Business Enterprise (DVBEs)
